The Fraternité des Prisons du Bénin (Benin Prison Fellowship), or FP-B, is a Christian NGO which is very active in Benin’s penal environment and works directly with different directorates of the Justice Department, chiefly with the Prison and Social Assistance Administrations (DAPAS). The FP-B is a nonprofit Association serving prisoners, former prisoners, victims of criminality and their families. It was founded in 1988 and is registered with:
- the Ministry of the Interior, Public Security and Territorial Administration under n° 92/007/MISPAT/DAI/SCC-ASSOC on May 4, 1992; - the Youth and Sports Ministry under n° 95/010/MJS/DJL/SRFD-DRC on March 29, 1995; - the Public Health Ministry under n° 007/MSP/DC/SMG/CTJ/SA on November 24, 1998; - the Atlantic and Sea Coast Public Health Departmental Directorate under n° 704 05/MSP/DDSP Atl Lit/SPPS on November 11, 2005; - the Ministry of Justice, Legislation and Human Rights, members of the Consultative Council for Human Rights (CNCDH) created by decree n° 97-503 on October 16, 1997 and put into force on November 5, 1998. - the Ministry of State, responsible for the Coordination of Governmental Action under n° 1409 MECCAG PDPE/DC/SG/DPRPIB/SCAONG. - the Ministry of Foreign Affairs and African Integration as a Public Utility and Benefit Association of the Government of Benin by a headquarters agreement signed on April 26, 2002. - the National Institute of Statistics and Economic Analysis (INSAE) under n° 0017831 on June 12, 2003. The Association has the following primary documentation: Incorporating document Articles of association Procedures manual.
This last document contains procedures on membership status, the mechanism for the management of human, material, and financial resources, and on rules of conduct in the dealings with our partners. The FP-B is a section of the Prison Fellowship International (PFI), to which it has been affiliated since 1992. The Association’s directions pursue objectives that tend to address a certain number of problematics in the penal environment: • Health in prison, • Judicial assistance, • Youth justice, • Mediation between victims and offenders, • Fight against idleness in prison by developing formative and revenue generating activities, thus increasing the prisoners’ possibilities of reintegration, • Fight against drug addiction, • Fight against illeteracy by leading adult courses in French and in local languages, • Ongoing research for the wellness of the prisoner.
The state of things
Benin has nine (09) detention centres for more than 5,000 detainees. These detention centres, which the State is endeavouring to rehabilitate, are confronted with numerous problems. Indeed, Benin’s condition as a poor country has repercussions in many areas, including the penal environment which is caracterized by certain difficuties, in particular: • an appalling overpopulation, • an alarming disease and epidemiological condition, • grave malnutrition, • persistent idleness.
The vast majority of detainess do not have regular employment before their offense and their incarceration reinforces this situation to later aggravate it.
However, criminality is a problem of the human heart. No reform can really change the heart of the delinquent except the word of God.To this end, actions in their support serve as evidence of love, transformation and reconciliation.
The FP-B bodies
The supreme body is the General Assembly (GA); the Council of Administration (CA) follows up on the delivery of the GA’s decisions and carries out the mobilisation of resources for the operations of the Executie Direction (ED). This last structure’s mission is to implement the vision of the Association.
